Pinabulaanan ni House Speaker Faustino “Bojie” Dy III ang mga alegasyon na may nagaganap na budget insertions sa kasalukuyang Bicameral Conference Committee deliberations para sa 2026 budget ng Department of Public Works and Highways (DPWH).

Sa isang pahayag kaninang umaga, Disyembre 17, sinabi ni Dy na mali, mapanlinlang, at hindi wasto ang mga ulat na nagsasabing may mga mambabatas na palihim na nagdaragdag ng pondo o probisyon sa proseso ng bicam.

“Nais ko lang pong itama ang mga kumakalat na spekulasyon: Wala pong nangyayaring ‘insertion’ o palihim na pagdaragdag ng pondo o probisyon sa bicam,” ani Dy.

Binigyang-diin niya na lahat ng nilalaman ng House version ng badyet ay dumaan sa tamang proseso at inaprubahan ng buong Kamara bago pa man nagsimula ang bicam.

“Lahat po ng nilalaman ng ating panukalang batas—kasama na ang mga pondo, probisyon, at programa—ay dumaan sa tamang proseso. Iyan ay inaprubahan ng buong House of Representatives sa ikatlong pagbasa, at bago pa man magsimula ang bicam, naipasa na ito,” dagdag ng Speaker.

Ipinaliwanag ni Dy na limitado ang papel ng bicam sa pagsasaayos at paghaharmonisa ng magkaibang probisyon ng General Appropriations Bill (GAB) na hiwalay na ipinasa ng House at ng Senado—hindi upang magpasok ng mga bagong item o probisyon na hindi naman naaprubahan noon.

“Ang tungkulin ng bicam ay pag-isahin ang bersyon ng Senado at Kamara—hindi para magpasok ng bago o ilusot ang hindi napagkasunduan. Kaya mali po at hindi makatotohanan ang sinasabing may ‘insertions’ sa bicam,” ani Dy.

Ang isyu sa badyet ng DPWH ay nag-ugat sa pagkakaiba ng bersyon ng Kamara at Senado. Inaprubahan ng Kamara ang mas mataas na alokasyon para sa DPWH upang tumugon sa aktuwal na costing at procurement requirements ng ahensya, habang ibinaba naman ng Senado ang kanilang bersyon ng badyet.

Inamin ni DPWH Secretary Vince Dizon na nagkaroon ng pagkakamali sa mas mababang alokasyon, at sinabi niyang hindi ito tugma sa tunay na pangangailangan ng mga proyekto. Ayon kay Dizon, ang halagang inaprubahan ng Kamara ang mas akmang pondong kailangan upang maipatupad nang maayos ang mga programa ng DPWH.

Nakadagdag pa sa kaguluhan ang kumalat na report ng Philippine Center for Investigative Journalism (PCIJ) kung saan ipinapahiwatig nito na halos ₱400 bilyon ng badyet ng DPWH ay umano’y “pork” dahil may impluwensiya raw ang mga district representative sa kung paano ginagastos ang tinatawag na “allocables”. Idinadagdag pa nito na may karagdagang ₱100 bilyon sa mga “non-allocable” na proyekto ng DPWH at sinabing kahit ang mga proyektong ito na inisyatiba ng ahensiya ay maaari pa ring maimpluwensiyahan ng mga mambabatas at iba pang opisyal pagdating sa kung sino ang makakakuha ng mga kontrata.

Sa fact-check report na inilabas ng Peanut Gallery Media Network (PGMN) kagabi, nilinaw namin na ang mga alegasyon ng insertions ay nag-ugat sa maling pagkukumpara ng PCIJ sa mga unang isinumiteng proposal ng DPWH laban sa pinal na House version ng badyet, nang hindi isinasaalang-alang ang mga lehitimong institutional amendments at errata na isinagawa sa gitna ng House deliberations. Dahil dito, napagkamalan ang normal na realignments at reprioritizations bilang umano’y “insertions.”

Matapos ang desisyon ng Korte Suprema noong 2013 sa kasong Belgica v. Ochoa, ipinagbawal ang pork barrel dahil ito ay binubuo ng mga lump-sum fund, may post-enactment control ang mga mambabatas, at kulang sa transparency at competitive bidding. Wala na ang mga elementong ito sa kasalukuyang badyet ng DPWH, dahil ang tinatawag ng mga kritiko na “allocables” ay mga line-itemized na proyekto na may tiyak na lokasyon, saklaw, at halaga, ipinatutupad nang eksklusibo ng DPWH, dumaraan sa proseso ng procurement sa ilalim ng RA 9184 o Government Procurement Reform Act, at sinusuri ng Commission on Audit. Walang kontrol ang mga mambabatas sa pondo, hindi sila pumipirma ng kontrata, hindi sila naglalabas ng pondo, at hindi rin sila pumipili ng mga bidder. Ang pagrerekomenda o pag-prioritize ng mga proyekto bago maaprubahan ang badyet ay pinahihintulutan ng Konstitusyon at bahagi ng lehislasyon.

Ito din ang binigyang-diin ni Speaker Dy sa kanyang pahayag. “Walang iligal, walang palihim, at walang panlilinlang na nangyayari sa ating panig.”

“Bilang Speaker ng Kamara, ako po ay naninindigan sa malinis, maayos, at tapat na proseso ng paggawa ng budget. Ginagawa po natin ito hindi para sa pansariling interes kundi para sa ikabubuti ng bawat Pilipino,” aniya.
