The Independent Commission for Infrastructure (ICI) has uncovered a disturbing web of corruption involving lawmakers linked to irregular flood control projects, with up to eight House members potentially facing plunder, graft, and bribery charges.
The investigation, which spans several years and involves the Department of Public Works and Highways (DPWH), has revealed massive financial misconduct tied to public works projects.
In an official briefing, ICI Chairman Andres Reyes Jr. revealed that the commission, alongside the DPWH, has compiled substantial evidence that could lead to formal charges against the implicated lawmakers. These individuals, some of whom are reported to have personal financial stakes in construction companies tied to DPWH contracts, allegedly violated the Code of Conduct for Government Officials and the Anti-Graft and Corrupt Practices Act.
While President Bongbong Marcos confirmed the gravity of the situation, he withheld the specific names of the lawmakers under investigation. However, sources suggest that former Rep. Zaldy Co, Cong. Edwin Gardiola, Cong. James Ang Jr., Cong. Jernie Nissay, Cong. Augustina Pancho, Cong. Joseph Lara, Cong. Francisco Matugas, and Cong. Noel Rivera are among the accused.
The ICI’s findings also revealed an extensive network of overpriced contracts, questionable procurements, and ghost projects connected to multiple regions. With more than PHP12 billion in assets linked to the scandal already frozen, Marcos emphasized that these actions were only the beginning.
The ICI and DPWH have already managed to freeze assets including aircraft worth PHP4 billion, 3,566 bank accounts, 198 insurance policies, 247 vehicles, and numerous real estate properties.
“This is just the start… more assets will be frozen,” Marcos vowed, reaffirming his commitment to ensuring stolen funds are returned to the public. ICI’s relentless pursuit of justice is not just about exposing corruption—it’s a promise that the money stolen from the people will be recovered and given back to them.
