The approval of a one-time gratuity pay of up to ₱7,000 for job order (JO) and contract of service (COS) workers has been welcomed by Manila Mayor Isko Moreno Domagoso, who credited President Bongbong Marcos and Executive Secretary Ralph Recto for swiftly authorizing the benefit.
The gratuity, granted through Administrative Order No. 39, is intended to provide financial support to JO and COS personnel who are not entitled to regular government benefits despite performing essential public service functions.
Moreno said the issuance of the order came after he raised the urgency of fast-tracking the measure during the President’s visit to Baseco, emphasizing the immediate impact it would have on workers who rely on project-based or contractual government work.
According to the mayor, the Manila city government employs about 7,000 JO workers, many assigned to roles such as street sweeping, traffic assistance, and frontline support services that keep daily operations running.
“Malaking tulong po ito sa ating mga JO at COS na patuloy na nagseserbisyo sa publiko. Nagpapasalamat po kami kay Pangulong Marcos at kay Executive Secretary Recto sa agarang aksyon,” Moreno said.
Under the administrative order, JO and COS workers who have rendered at least four months of satisfactory service by December 15, 2025 will receive the full ₱7,000 gratuity, while those with shorter service records will receive prorated amounts.
The coverage extends to personnel in national government agencies, state universities and colleges, government-owned or -controlled corporations, and local water districts. Local government units are also encouraged to implement similar gratuity programs using local funds.
