Manila Mayor Isko Moreno said stricter discipline and sustained police visibility have contributed to a sharp decline in crime in the capital, after official data showed incidents fell by 13 percent in the final quarter of 2025.
Figures released by the Manila Police District showed total crime incidents dropped from 2,110 in the third quarter to 1,834 in the fourth quarter, or 276 fewer cases. The decrease covered both index and non-index crimes across the city.
Moreno said the improvement reflects a shift in how law enforcement operates, with officers exercising restraint and focusing on proper procedure during operations.
“What I like is the restraint of the police. The anger disappears, and they become focused,” Moreno said.
The mayor said residents have noticed stronger police presence, especially during late-night and early-morning hours, which he said has helped deter criminal activity.
Moreno warned that Manila remains unforgiving to offenders, saying authorities will pursue suspects until they are held accountable.
“We will chase after them, wherever they are, and for as long as they hide. We will bring justice to the victim,” he said.
