Vice President Sara Duterte remains the leading contender in the 2028 presidential race, although her advantage has narrowed significantly, according to WR Numero’s latest Public Opinion Monitor.
Duterte registered 31.4 percent in the May 2025 survey, a seven-point decline from April.
Former Vice President Leni Robredo placed second with 13.3 percent, posting a modest increase, while Senator Raffy Tulfo slipped to 10.3 percent. Senator Bong Go recorded the largest gain, rising to 6.5 percent.
Other contenders included Senator Imee Marcos with 4.4 percent, Senator Bam Aquino with 3.1 percent, and Senator Grace Poe with 2.1 percent. The share of undecided voters climbed to 18 percent, with 4.3 percent saying their preferred candidate was not on the list.
Duterte continues to dominate Mindanao with 66 percent support, more than twice that of her nearest rival. She also leads in the Visayas with 31 percent, though Robredo’s 23 percent and a 19 percent undecided bloc make the region more competitive.
In Metro Manila, Duterte leads with 19 percent against Go’s 16 percent, while in the rest of Luzon, undecided voters lead at 20 percent, ahead of Duterte’s 18 percent and Robredo’s 16 percent.
In the vice-presidential race, Go remained on top with 16.2 percent despite a 6.9-point drop, followed by Tulfo at 14.9 percent. Aquino made his debut in the race at 8.4 percent, ahead of Robin Padilla with 7.7 percent, Poe with 6.8 percent, and Chiz Escudero with 5.9 percent. The undecided segment rose to 23.6 percent.
Go’s strongest numbers came from Mindanao, where he secured 34 percent, far ahead of Padilla’s 15 percent and Tulfo’s 12 percent. He also led the Visayas with 20 percent.
No clear frontrunner emerged in Luzon, with high undecided tallies in both Metro Manila (22 percent) and the rest of Luzon (24 percent).
The survey was conducted nationwide in May 2025 among 1,418 respondents.
