Naga City Mayor Leni Robredo registered 28.9 percent support in the March Tangere presidential preference survey, slightly higher than the 27 percent she recorded in February as voter movements reshaped the early landscape of the 2028 race.
The February survey was conducted before Robredo’s meeting with Bongbong Marcos in Naga City. In Tangere’s March analysis, the meeting was followed by a shift among segments of Robredo’s base.
The data showed that support for Robredo declined by 5.5 points among some respondents after the meeting, reflecting hesitation among pink supporters.
At the same time, Robredo drew support from voters who had previously remained undecided. Around three percent of undecided respondents moved to her following the same political developments.
The movements produced a mixed outcome for Robredo’s standing. The meeting with Marcos corresponded with a drop in support among some voters, but it also coincided with gains from undecided respondents, helping offset part of the decline in her overall numbers.
Another shift came after Raffy Tulfo confirmed he would not run for president in 2028. Tulfo had previously posted around 15 percent support in the survey. Tangere data shows that roughly one quarter of Tulfo’s former supporters moved to Robredo after his withdrawal, equivalent to about 3.75 percentage points added to her total. The same data indicates that the largest share of Tulfo’s voters went to Sara Duterte, who gained about five percentage points from Tulfo’s former support base.
Despite the voter shifts, Duterte continues to lead the field with 48.4 percent support in the March survey. Robredo follows in second place with 28.9 percent.
Other candidates remain in single digits. Senator Risa Hontiveros recorded 3.7 percent while Senator Chiz Escudero posted 3.5 percent. Interior Secretary Jonvic Remulla registered 1.5 percent.
Tangere’s survey also shows that 14.1 percent of respondents remain undecided, leaving a significant bloc of voters still open to persuasion as the early dynamics of the 2028 presidential race continue to evolve.
