Undecided voters have increased in the latest Tangere presidential preferential survey following Senator Raffy Tulfo’s decision not to run in the 2028 presidential race.
The new survey shows 14.1 percent of respondents identifying as undecided, up from 12 percent in the February survey, indicating that a portion of Tulfo’s previous supporters has not yet consolidated behind another candidate.
Tulfo previously held 15 percent support in the February poll, placing third behind Vice President Sara Duterte and Naga City Mayor Leni Robredo. His withdrawal from the potential 2028 race triggered a redistribution of voter preferences while leaving a segment of the electorate still weighing their options.
In the latest survey, Vice President Sara Duterte leads the field with about 48 percent voter preference, marking an increase from 43 percent in February.
Naga City Mayor Leni Robredo ranks second with around 28.9 percent, slightly higher than her 27 percent support in the earlier survey.
Other candidates remain in the single-digit range, including Senator Risa Hontiveros with 3.7 percent, Senator Chiz Escudero with 3.5 percent, and Interior Secretary Jonvic Remulla with 1.5 percent.
The rise in undecided voters suggests that while several candidates gained portions of Tulfo’s former base, a share of voters has moved into the undecided column as they reassess their preferences following his exit from the race.
The non-commissioned 2028 Pre-Election Presidential Preferential survey, conducted March 3–6, 2026, was administered through a mobile-based respondent application with a sample size of 1,200 participants, carrying a ±2.77% margin of error at a 95% confidence level. The survey used a stratified random sampling method (quota-based sampling).
Respondents were distributed across the country, with 12 percent from the National Capital Region, 23 percent from Northern Luzon, 22 percent from Southern Luzon, 20 percent from the Visayas, and 23 percent from Mindanao.
