President Bongbong Marcos Emphasizes Digital Transformation to Improve Public Service Delivery

President Bongbong Marcos shared an update on the completion of the pilot phase of the Philippine Civil Service Digital Leadership Program via his social media.

The program’s first batch, which included 30 civil servants from the Civil Service Commission (CSC), underwent training in digital leadership, citizen-centric design thinking, and data-driven decision-making in Singapore.

In his post, President Marcos stated, “The Digital Leadership Program is our commitment to transform the bureaucracy from within by equipping civil servants with the tools, mindset, and vision for a truly digital government.”

The program was initially proposed in June 2023 by the Private Sector Advisory Council (PSAC) Digital Infrastructure Sector Lead. The Memorandum of Agreement for the program was signed on February 14, 2025.

The goal is to train at least 10,000 civil servants by 2027, helping them develop the skills needed to drive digital transformation in government agencies. President Marcos emphasized the need for digital transformation in the public sector.

“It is an opportunity now for us to rethink, to innovate, and serve our people better through technology,” he said.

The program is a collaboration between the Civil Service Commission, the National University of Singapore’s Institute of Systems Science, and private sector partners like the Temasek Foundation, SM Group, and Ayala Group.
