Baguio City has again emerged as the richest city outside Metro Manila, according to the Philippine Statistics Authority (PSA). The city’s total output climbed to ₱178.85 billion in 2024, driven by steady growth across manufacturing, tourism, and finance. Its consistent economic expansion cements Baguio’s reputation as the country’s most successful city beyond the capital.
Data from the Regional Statistical Office of the Cordillera recorded a 9.0% growth rate in 2023, the fastest among all provinces and highly urbanized cities in Northern Luzon. The city’s per capita GDP reached ₱455,399, according to the Provincial Product Accounts, nearly tripling the regional average and accounting for almost half of the Cordillera’s total output.
The PSA’s national economic performance report identified Baguio as one of the top-performing highly urbanized cities in the country, underscoring its resilience after years of uneven national recovery. Beyond tourism, the city’s industrial and export zones continue to strengthen production of semiconductors, garments, and processed goods for global markets. Education and services further fuel economic activity, keeping local talent within city limits.
Baguio’s growth also reflects long-term efforts in urban and environmental planning, as noted by sustainability data from ICLEI Circulars. The city aims to cut emissions by half before 2030 through green transport, waste reduction, and low-carbon development.
Baguio’s climb shows how a mountain city turned consistency into capital. Its challenge now lies in preserving the balance between growth and sustainability — a balance that could determine how long it stays on top.
