Davao City Mayor Sebastian “Baste” Duterte has filed nine criminal and administrative complaints before the Office of the Ombudsman for Mindanao against 9 government officials over the arrest and turnover of his father, former President Rodrigo Duterte, to the International Criminal Court. The filing was received on September 15, 2025.
Mayor Duterte’s 160-page filing outlines charges of kidnapping, arbitrary detention, direct assault, and usurpation of judicial functions, along with alleged breaches of the Anti-Torture Act and the Anti-Graft and Corrupt Practices Act.
On top of these, the complaint seeks accountability through administrative cases for dishonesty, neglect of duty, misconduct, disloyalty, oppression, and conduct harmful to public service.

- Prosecutor Richard Anthony Fadullon
- Markus V. Lacanilao
- Anthony D. Alcantara
The cases are linked to “Operation Pursuit,” the mission led by the Criminal Investigation and Detection Group that enforced the ICC warrant against the former president earlier this year.
