Nine companies linked to Pacifico “Curlee” Discaya and Sarah Discaya have been ordered closed by the Pasig City government after local authorities confirmed that the group accumulated more than ₱1.1 billion in unpaid taxes and lacked several mandatory permits.
The directive was issued after the Office of the City Administrator and the Business Permit and Licensing Department completed an assessment on November 29. Officials said the evaluation showed tax deficiencies that had remained unresolved for years, prompting the revocation of the firms’ business permits.
City Hall noted that the firms listed a business address without an approved occupancy permit. The companies were also found to be operating without a license from the Philippine Contractors Accreditation Board, leaving them without legal authority to engage in contracting work.
The companies ordered to cease operations include Alpha and Omega General Contractor and Development Corp; Amethyst Horizon Builders and General Contractor and Development Corporation; Elite General Contractor and Development Corporation; Great Pacific Builders and General Contractor; St. Gerrard Construction General Contractor and Development Corp; St. Timothy Construction Corp; Waymaker OPC; YPR General Contractor and Construction Supply; and St. Matthew General Contractor & Development Corporation.
The closures come as national agencies continue inquiries into allegations that Discaya-owned firms were used in irregular flood control projects. Investigators have said some projects were ghost or substandard, raising concerns about the misuse of public funds.
President Bongbong Marcos recently announced that the Ombudsman is preparing to file criminal charges against St. Timothy Construction Corp in relation to a nearly ₱100-million ghost project in Davao Occidental. He has directed police and interior officials to determine the whereabouts of the Discayas and other company officers ahead of possible arrest orders.
