A former Department of Public Works and Highways official has turned over ₱40 million to authorities, admitting the money came from alleged kickbacks tied to flood control projects.
Engr. Gerard Opulencia, former DPWH National Capital Region regional director, surrendered the amount to the Department of Justice as part of an ongoing preliminary investigation. The ₱40 million forms part of a pledged ₱150 million he committed to return in connection with kickbacks from flood control projects.
Opulencia is among the respondents named in complaints involving flood control projects that are now under review by prosecutors. Prosecutor General Richard Anthony Fadullon said the cases undergoing preliminary investigation involve flood control projects in Bulacan.
The funds turned over by Opulencia will be deposited with the Land Bank of the Philippines and the Bureau of the Treasury, which will verify and confirm the amount.
The preliminary investigation before the Department of Justice is ongoing.
