The House of Representatives of the Philippines is ready to act following President Bongbong Marcos declaration of a national energy emergency. House Speaker Faustino “Bojie” Dy III said the chamber will move urgently to deliver relief and oversight to protect Filipinos from rising fuel prices and possible supply disruptions.

Dy said, “The House will move with the same urgency, through targeted interventions, close oversight, and real relief for our people.” He expressed full support for Marcos’ action, calling it a timely step to shield the country from the effects of the Middle East conflict on fuel supply, prices, and the broader economy.

He explained Marcos acted swiftly because the threat to energy supply is real and immediate. Executive Order No. 110 places the country under a national energy emergency, citing imminent danger from global disruptions and rising oil prices. The order also implements the Unified Package for Livelihoods, Industry, Food, and Transport (UPLIFT), a framework to stabilize supply chains, essential services, and economic activity.

Dy said delays in energy supply would affect more than electricity. “If the energy supply is disrupted, not only will the lights go out, but transportation, food, and livelihoods will also be affected,” he said, stressing the need for decisive action.

The House has begun relief measures, including same-day signing and transmission to the Senate of a proposed suspension of the fuel excise tax. Dy described UPLIFT as critical to maintaining fuel, food, and other essential supplies while ensuring no sector is left behind. “In moments like this, unity in government is not optional. It is essential to protect our people and keep the nation moving forward,” he added.

According to Speaker Faustino “Bojie” Dy III, the House’s swift action and the UPLIFT framework aim to ensure steady fuel supply, maintain transportation and essential services, and prevent disruptions caused by rising global oil prices, allowing households and businesses to continue operations.
