According to ICI’s report, the riverbank protection structure in Barangay Bagong Silang, Plaridel, was paid in full despite discrepancies between the approved location and the actual construction site. The commission, in coordination with the Commission on Audit (COA), found that government funds were released despite incomplete documentation, including missing accomplishment reports, completion certificates, and geotagged photos required under procurement rules.
COA auditors flagged the inconsistencies as “highly irregular.” ICI’s inspection confirmed that no structure was built in the approved location, and that the submitted documents did not match the official project plans.
The commission recommended filing charges for violations of the Anti-Graft and Corrupt Practices Act, malversation, and falsification of public documents under the Revised Penal Code against those directly responsible for project implementation. It also urged the Ombudsman to assess whether former DPWH Secretary Manuel Bonoan may be held administratively liable under the Code of Conduct and Ethical Standards for Public Officials and Employees (Republic Act 6713).
Bonoan, who resigned in September 2025 amid corruption allegations involving flood control projects, earlier stated that he had no involvement in any irregularities, adding that his conscience is clear.
The ICI clarified that its report does not make categorical findings of guilt, emphasizing that liability “rests with the proper authorities.” The referral, it said, forms part of its continuing effort to ensure accountability and safeguard the integrity of public funds.
Ombudsman Jesus Crispin Remulla, who received the referral, said his office will begin fact-finding proceedings before determining whether the case should proceed to preliminary investigation.
