On his first day back as Mayor of Manila, Isko Moreno walked into an office that had been completely emptied.
There were no desks, no chairs, no computers. Not a single sheet of paper, no records, no turnover documents. The entire Office of the Mayor had been cleared out, with nothing left behind from the previous administration.
The office was previously held by Former Mayor Honey Lacuna, who served from 2022 to 2025. In a Facebook Live video posted on his official page, Moreno gave viewers a walkthrough of the office, showing the bare walls, empty drawers, and a completely stripped-down workspace. In the caption, he wrote: “Limas ang gamit. Alaws natira.”
The only thing left inside was a large steel vault located in one corner of the room. While filming, Moreno paused to ask, “Bakit may vault dito?” The vault appeared locked and unused, with no indication of what it contained.
The video quickly spread across social media, drawing thousands of reactions. In the comment section, supporters welcomed Moreno’s return, while others focused on the state of the office. Many questioned the lack of transition documents, office furniture, or basic materials, with several commenters pointing to Former Mayor Honey Lacuna and criticizing how the handover was handled.
Following the post, Moreno moved straight into official duties. He released a Public Emergency Broadcast addressing Manila’s worsening garbage problem and outlined the immediate actions his administration would take to fix the issue.
Later that day, he officiated the oath-taking ceremony of the newly elected City of Manila officials. With back-to-back public engagements and immediate directives, Moreno resumed his duties without delay and began laying down the priorities of his administration.
