Cavite 4th District Representative Kiko Barzaga has filed a verified ethics complaint against House Deputy Speaker Ronnie Puno, accusing him of misconduct unbecoming of a member of Congress.
The complaint, submitted to the House Committee on Ethics and Privileges, alleged that Puno violated the Constitution, the Code of Conduct and Ethical Standards for Public Officials, and established jurisprudence.
Barzaga said Puno crossed the line when he questioned his mental health without any basis. “Respondent made unfounded insinuations of mental illness against a political critic without presenting any medical record, professional evaluation, or clear and convincing evidence,” the filing stated. He argued that such accusations not only defamed him but also violated his constitutional right to due process.
The Cavite lawmaker also accused Puno of abusing congressional processes. “Instead of preserving the integrity of the House, he weaponized the Committee’s processes to intimidate critics,” he declared, warning that this undermines Article III, Section 4 of the Constitution, which protects freedom of speech, expression, and assembly.
Another allegation centered on Puno’s use of Barzaga’s old social media posts and cosplay photographs, which included private individuals. “This constitutes harassment and even violates the complainant’s constitutional right to privacy,” Barzaga argued, citing Supreme Court rulings affirming protection from unwarranted intrusion.
The House Secretariat officially received the filing on September 23, 2025, in Quezon City.
