Marcos administration delivers third wave of pay increases for state workers

The administration of Bongbong Marcos has begun implementing the third tranche of salary increases for civilian government employees, with the adjustment taking effect on January 1, 2026.

The Department of Budget and Management rolled out the increase under National Budget Circular No. 601 dated January 22, following the President’s directive to update the government salary schedule.

“Pangakong salary increase sa mga kawani ng gobyerno, tinupad ni Pangulong Ferdinand R. Marcos Jr.,” Presidential Communications Office Undersecretary and Palace Press Officer Claire Castro said during a press briefing in Malacañang.

The pay adjustment is part of Executive Order No. 64 series of 2024, which mandated that salary increases for civilian government personnel be released in four tranches from 2024 to 2027. The current release marks the third installment under the policy.

Castro said the salary increase reflects the President’s view that government workers deserve proper recognition for their continued service. She added that the measure is intended to support employee welfare and strengthen the civil service.

National Budget Circular No. 601 applies to civilian personnel across the executive, legislative, and judicial branches, covering regular, casual, contractual, appointive, and elective positions, whether full time or part time.

The circular also covers civilian employees in constitutional commissions and offices, state universities and colleges, and selected government owned or controlled corporations not governed by Republic Act No. 10149 or the GOCC Governance Act of 2011, as well as those outside the Compensation and Position Classification System II approved under Executive Order No. 95 series of 2025.

Excluded from the coverage are military and uniformed personnel, GOCC employees under separate compensation systems approved by the Governance Commission for GOCCs and the President, and individuals without an employer employee relationship such as job order workers, contract of service personnel, and consultants.

The fourth and final tranche of the salary increase is scheduled to take effect on January 1, 2027.
