President Bongbong Marcos said a warrant of arrest for Sarah Discaya is expected to be issued within the week as the government intensifies its investigation into alleged anomalies in flood control projects. Discaya is among those identified in the widening probe that has led to a freeze order from the Court of Appeals covering bank accounts, properties, and aircraft connected to the transactions under scrutiny.
The freeze order includes the assets of Silver Wolves Construction Corporation and Sky Hard Aviation Corporation, as well as personal accounts and properties of several individuals named in the investigation. Government records show that more than sixteen billion pesos in transactions passed through Silver Wolves from 2022 to 2025, most of which were linked to Department of Public Works and Highways flood control projects. A total of 280 bank accounts were frozen, along with 22 insurance policies, 3 securities accounts, and 8 aircraft tied to Sky Hard Aviation.
Marcos said the freeze order aims to prevent the movement or disposal of assets while authorities work to trace the flow of public funds suspected to have been diverted. He added that eight DPWH personnel in Davao Occidental have formally informed the National Bureau of Investigation of their intent to surrender as they face charges related to the case.
The government said the investigation will continue and that law enforcement agencies are preparing for Discaya’s arrest once the warrant is released. Marcos reaffirmed that efforts will proceed to recover public money and hold accountable those found responsible.
