President Bongbong Marcos reaffirmed his administration’s commitment to provide every Filipino family with a home, calling housing a central pillar of his “Bagong Pilipinas” agenda. Speaking at the National Housing Expo 2025 in Pasay City on October 23, 2025, Marcos said the government “will not stop working” until all Filipino families have a place they can call their own.
The President emphasized that the Expanded Pambansang Pabahay Para sa Pilipino (4PH) Program remains the government’s main strategy to close the country’s 6.5-million housing backlog, targeting the construction of one million housing units annually until 2028. He urged local government units to identify available lands for development and highlighted strong cooperation between the public and private sectors as key to achieving this goal.
Marcos also announced the distribution of land ownership certificates to long-time residents in Los Baños, Laguna; Lucena City; Iloilo City; and Caloocan City. He described the initiative as a “long-overdue victory” for families who have lived for years on government land, saying it fulfills the state’s commitment that housing “is not a privilege but a right that must be realized for every Filipino.”
The President reported that 57,000 Pag-IBIG members have become new homeowners or upgraded their homes this year. The Pag-IBIG Fund has released ₱75 billion in cash loans to nearly three million workers to address their financial needs. Marcos also cited the 4PH Program’s three-percent annual interest rate for low-income borrowers, one of the most affordable in the country, which extends to overseas Filipino workers (OFWs) and 4Ps graduates.
He also introduced the government’s Green Lane initiative, which promotes climate-resilient and sustainable housing by integrating environmental standards into design and construction. Marcos said this effort ensures that communities are “ready for any challenge” brought by climate and weather conditions.
The President credited the housing sector’s progress to partnerships between government agencies, developers, and financial institutions, calling the collaboration a “model for inclusive nation-building.” During the Expo, DHSUD Secretary Jose Ramon Aliling briefed the President on flagship 4PH projects, while Pag-IBIG Fund CEO Marilene Acosta presented the Housing Loan Value Card and Loyalty Card Plus, tools designed to help members monitor their loan status, access rewards, and make digital payments.
According to Malacañang, the event underscores a “whole-of-nation approach” in improving the lives of Filipino families, highlighting the government’s progress in making housing and financial programs more accessible.
