President Bongbong Marcos said the government is expanding the use of precast construction technology and low-interest housing loans to accelerate the delivery of more than one million housing units by 2028 under the Expanded Pambansang Pabahay para sa Pilipino (4PH) program.
Marcos made the remarks during the inauguration of a Megawide precast facility in Taytay, Rizal. He said precast systems allow structural components such as walls and slabs to be produced off-site and assembled at project locations, helping shorten construction time and improve efficiency.
Government data show that more than 423,000 housing units have been built, financed, or delivered from July 2022 to January 2026. The administration is targeting about 1.13 million units by 2028 after recalibrating its earlier goal.
The Home Development Mutual Fund, or Pag-IBIG Fund, partnered in the precast initiative. Officials said the facility is expected to support the construction of over 7,000 housing units in Cavite within the next two years.
Marcos also cited reforms at Pag-IBIG Fund, including the retention of low interest rates for socialized and low-cost housing loans. The fund has maintained subsidized rates under the government’s housing program to expand access for qualified borrowers.
Pag-IBIG reported releasing more than ₱140 billion in housing loans in 2025, benefiting over 90,000 members. The fund has also allocated over ₱27 billion in housing development financing to support the construction of more than 21,000 socialized housing units.
The administration said faster construction methods and accessible financing remain central to closing the country’s housing backlog before the end of the term.
