President Ferdinand Marcos Jr. has ordered the Department of Transportation (DOTr) to implement free rides on MRT-3, LRT-1, and LRT-2 from November 10 to 11, 2025, as Typhoon Uwan continues to disrupt transportation across Metro Manila and nearby provinces. The initiative aims to ease commuter difficulties and ensure continued access to essential routes despite the typhoon’s heavy rains and flooding.
The DOTr announced that the directive covers both rail lines and selected bus routes under the “Libreng Sakay” program. In coordination with the Office of the President, the Philippine Coast Guard (PCG), the Philippine Ports Authority (PPA), and Senator Erwin Tulfo’s office, free bus rides are being deployed in key areas such as Quiapo–Fairview, Lawton–Alabang, Roxas Boulevard–Sucat, and Taft–Cubao. The department said the program may extend if severe weather conditions persist.
The PPA also confirmed that Roll-on/Roll-off (RoRo) terminal fees have been waived for vehicles transporting relief goods and rescue equipment. Airlines have been instructed to prioritize and exempt cargo fees for flights carrying aid to affected regions. The Civil Aviation Authority of the Philippines (CAAP) has been monitoring airport operations closely, with several flights delayed or canceled due to strong winds and poor visibility brought by Uwan.
DOTr Secretary Jaime Bautista said all transportation agencies are on full alert to support relief operations and ensure the safe movement of passengers. “Our goal is to keep mobility available for all Filipinos affected by the typhoon. We are working with our partners in government to deliver aid faster and provide safe travel options for those stranded,” Bautista stated.
Meanwhile, the Land Transportation Office (LTO) and Toll Regulatory Board (TRB) have coordinated to facilitate the movement of emergency vehicles and trucks carrying relief goods. Patrol units have been dispatched to escort convoys heading to evacuation centers and affected communities.
PAGASA reported that Typhoon Uwan continues to bring heavy rainfall across Luzon, prompting widespread flooding and suspension of public transportation in low-lying areas. Government agencies remain on standby to expand assistance should the storm’s effects intensify in the coming days.
