Kamangagawa Party-list Rep. Eli San Fernando has filed a resolution in the House of Representatives opposing the issuance of an accountability clearance to former Ako Bicol Rep. Zaldy Co, amid ongoing controversies linked to a ₱289.5 million flood control project.
The accountability clearance, which certifies that a former lawmaker has no pending liabilities or unresolved cases with Congress, was reportedly sought by Co. San Fernando’s resolution seeks to halt its release until investigations into alleged irregularities in Co’s flood control projects are completed.
The resolution highlights the ₱289.5 million flood control fund controversy that marked Co’s tenure, calling attention to questionable contracts and fund allocations. San Fernando urged the House to uphold accountability by withholding Co’s clearance while allegations of fund misuse remain unresolved.
House Speaker Faustino “Bojie” Dy III had earlier revoked Co’s travel clearance, requiring him to return to the Philippines to face congressional inquiries over the same issue. Co, in a letter addressed to Speaker Dy, denied all accusations and pledged full cooperation with ongoing investigations.
Rep. San Fernando, who has been vocal about transparency and accountability, has made his Statement of Assets, Liabilities, and Net Worth public and encouraged fellow lawmakers to follow suit.
The House’s move reflects growing public concern about granting clearances to officials still facing active investigations, reinforcing calls for greater transparency in congressional proceedings.
