Pasig City Mayor Vico Sotto has filed a complaint before the Commission on Elections against Sarah Discaya, who ran for mayor of Pasig in the 2025 elections, over alleged discrepancies in her Statement of Contributions and Expenditures.
Discaya was a challenger in the mayoral race and did not win the post.
Sotto questioned the accuracy of Discaya’s declared campaign spending, citing what he described as a significant gap between the scale of campaign activities observed during the election period and the amount reflected in her SOCE.
“Kapag binasa niyo po yung SOCE niya, nasa humigit kumulang P800,000 lang ang kanyang declared expenditures.”
He also said: “Nakita ninyo naman lahat kung ano yung ginawa nila noong campaign. Kayo na po ang maghusga kung yun lang talaga ang ginastos nila…Hindi makatotohanan ang kanyang SOCE. Malinaw na malinaw po yun.”
Sotto framed the complaint as an issue of compliance with election rules rather than political rivalry. “Sa atin po hindi na lang ito tungkol kay Discaya or sa team nila, ito po ay statement na sa lungsod ng Pasig, dapat sumunod tayo sa batas.”
Under Commission on Elections regulations, candidates are required to submit their SOCE within 30 days after election day and must accurately declare all campaign contributions and expenditures. Violations may result in administrative penalties or further legal action, depending on the findings of the poll body.
As of posting time, Discaya has not issued a detailed public response. The Commission on Elections is expected to review the complaint and determine whether there is sufficient basis to proceed with an investigation.
