Navotas Rep. Toby Tiangco is calling for the full publication of all party-list and district fund allocations to expose what he calls the “Zaldy Co corruption scheme” — budget insertions made without the knowledge or consent of local representatives.
“Ang daming project na ininsert ni Zaldy Co na hindi naman nire-request ng kinatawan ng distrito,” Tiangco said, referring to the controversial 2025 allocations involving former Ako Bicol Rep. Zaldy Co.
“Kung transparent sa lahat ng distrito, pati party-list, mawawala ang espasyo para sa ganitong klaseng scheme,” he added, stressing that transparency would close the gaps exploited for budget manipulation.
Tiangco wants the House of Representatives to make public a single, accessible record of every project allocation tied to party-list groups and congressional districts. He says this will allow real-time tracking of insertions and cut off backdoor maneuvers that have fueled corruption in budget implementation.
He has accused Co of being behind billions of pesos in questionable insertions and pushed for accountability measures within the House. Co has denied the allegations.
Tiangco is also seeking to dismantle the so-called “small committee” — the mechanism that allowed last-minute, off-the-record budget insertions. He wants all amendments presented and debated on the floor so the public can follow the process in full view. He has likewise urged House leaders to release the small committee’s 2025 report.
