Former Congressman Zaldy Co has released Part 3 of his exposé through a Facebook post, where he publicly laid out a series of allegations against President Bongbong Marcos and House Speaker Martin Romualdez. In the post, Co urged both the Ombudsman and the Senate to conduct a full investigation into what he describes as alleged “insertions” made under the directive of the President and reflected in the 2025 national budget.
Co has already posted the full list of projects on Facebook, attaching several pages from the 2025 General Appropriations Act (GAA). He said the documents contain exact page references and corresponding amounts, which he claims match the controversial line items being questioned. Co asserted that the public should review the documents in full, arguing that conclusions should not be drawn without seeing the entire picture.
Beyond the documents, Co made serious allegations about attempts to silence him. He claimed that Marcos and Romualdez have been using government funds and other state resources to damage his reputation and stop him from speaking out.
Co further alleged that Romualdez directly threatened him. According to his statement, a phone call from Romualdez included warnings that returning to the Philippines would endanger his life. He said Romualdez supposedly told him that “someone could be hired” to kill him, or that police officers could carry out a “rub out” once he is detained. Co claims Romualdez even said he would “shoot him” if he chose to talk.
The Facebook post also disputes the earlier claim from Henry Alcantara and the DPWH Boys that the questioned amount totaled ₱21 billion. Co insists the real figure is ₱56 billion and alleges that the entire amount was received by Marcos and Romualdez.
Co’s statements remain allegations presented publicly on his verified Facebook page. Official responses or actions from the concerned parties have not yet been announced.
