Public Works and Highways Secretary Vince Dizon filed a non-bailable malversation case against Curlee Discaya before the Regional Trial Court in Malolos, Bulacan on Thursday in connection with the flood-control anomaly.
Dizon was accompanied by Assistant Ombudsman Mico Clavano during the filing, as authorities continued pursuing cases tied to alleged irregularities in flood-control projects and the possible misuse of public funds.
The filing comes as the wider flood-control investigation continues to place former House Speaker and Leyte 1st District Rep. Martin Romualdez under scrutiny. Ombudsman Boying Remulla has earlier said his office is preparing a major case involving Romualdez over alleged budget insertions linked to flood-control funds.
Romualdez also remains under a Precautionary Hold Departure Order after the Sandiganbayan Seventh Division denied his bid to lift the travel restriction. In its resolution, the court cited the gravity of the allegations and said flight risk could not be disregarded because Romualdez had been identified in the proceedings as the alleged mastermind behind the flood-control scam.
The complaint against Discaya will now move through the court process, where prosecutors are expected to present evidence to support the malversation case.
