Valenzuela City has secured its sixth Most Business-Friendly Local Government Unit award, backing its latest national recognition with digital permit systems that can process qualified transactions in as fast as 10 seconds.
Mayor WES Gatchalian received the Philippine Chamber of Commerce and Industry (PCCI) award on October 14, 2026, during the 52nd Philippine Business Conference & Expo at The Manila Hotel. Valenzuela won in the Highly Urbanized Cities in NCR category.
The victory adds to the city’s wins in 2012, 2014, 2015, 2019, and 2020. Its first three awards earned Valenzuela Hall of Fame status, establishing a record that spans more than a decade.
At the center of its latest recognition are Paspas Permit and the 3S Plus Integrated Processing System. Their automated procedures simplify business permit transactions. Gatchalian said the systems allow applications to move through streamlined processes, “with qualified transactions processed in as fast as 10 seconds.”
For entrepreneurs, faster processing can mean less time dealing with paperwork and more time running their businesses. The reforms serve a local economy with more than 20,000 enterprises, which generate jobs and sustain livelihoods across Valenzuela.
The city is also expanding its digital services. V-Link maintains a business registry, while V-Employed connects job seekers with employers. The Val-ID Validation Portal supports identity verification, and iHub/V-SPark promotes startups and innovation.
Beyond online services, the local government has introduced job fairs, an inclusive employment program for people with special education needs, and the Tugon Sulit Store Program. It also highlighted flood-control and drainage initiatives in its award presentation.
The Anti-Red Tape Authority recognized Valenzuela as the Fastest-Processing LGU in June 2026, adding to its record of improvements in public service.
Gatchalian said Valenzuela aims to become “a city where every Valenzuelano has the chance to succeed.” The latest PCCI award highlights how responsive local services can strengthen businesses and help more residents access economic opportunities.
