Manila is moving to strengthen its local HIV response after Mayor Isko Moreno Domagoso signed City Ordinance No. 9047, a measure designed to expand access to HIV/AIDS testing and treatment services.
The ordinance directs the city to widen free and confidential testing by increasing the number of service points, including community-based facilities outside hospitals. Health officials are expected to promote earlier detection by bringing testing closer to communities with higher reported cases.
It also establishes protocols for post-diagnosis care. City health units are required to ensure faster linkage to treatment and continuous access to antiretroviral therapy, which is used to manage the virus and reduce transmission risk.
The signing took place as the city marked Manila Summer Pride 2026, attended by various groups, sectors and government employees at Remedios Circle.
“I’m happy for you, you have a place in Manila. Here you can express, here people will respect you, you can excel in your field of undertaking,” the mayor said during the event.
The measure requires stronger coordination between local health offices and partner organizations to improve patient monitoring and follow-up. It also mandates public information campaigns to address stigma and encourage more people to undergo testing.
