Atty. Paolo Panelo, legal counsel of Vice President Sara Duterte, confirmed that a 47-page reply affidavit was filed in Taguig as part of Duterte’s perjury complaint against Ramil Madriaga, refuting his claims, including his assertion of a close association with the vice president.
Panelo said the filing responds to Madriaga’s counter-affidavit, which alleged familiarity with Duterte and raised claims involving employment and money deliveries. According to Panelo, the reply affidavit addresses these allegations point by point and presents Duterte’s position under oath, with supporting documents attached to the submission.
In the affidavit, Duterte denied having any close personal or professional relationship with Madriaga and said she did not authorize or direct him in any capacity. It also disputes his claim of involvement with the PSG, citing certifications and sworn statements from officials indicating that he had no official role or connection with the unit.
The filing further rejects allegations that Madriaga took part in security or political activities, including those linked to the 2022 campaign, and denies claims that he handled or delivered money on Duterte’s behalf. It also challenges his assertion of insider knowledge, stating that the information cited could be sourced from publicly available materials and lacked specific verifiable details.
The affidavit also addresses photographic evidence and alleged meetings cited by Madriaga, stating these do not establish any official role or working relationship. It is supported by affidavits from military and civilian officials contradicting his claims, and raises questions on the credibility of his statements as part of Duterte’s perjury complaint.
“For us, the counter affidavit of Ramil Madriaga, he was not able to answer the evidence that we submitted to the complaint affidavit of VP Sara, proving that what he is saying is not true,” Panelo told reporters.
The submission forms part of the ongoing proceedings, with both sides presenting documents before the prosecutor. Authorities will assess the credibility of the statements and evidence tied to the perjury complaint.
