The Visayan Bloc of the House of Representatives has issued a manifesto affirming its full support for Speaker Faustino “Bojie” Dy III, framing his leadership as essential to restoring integrity and public trust in the chamber.

In the statement, members of the bloc said the House is confronting a crisis of credibility following corruption controversies, particularly flood-control project scandals that have “cast a long shadow” over the institution. The lawmakers wrote that the public now demands honesty, humility, and moral recovery from those leading Congress.

The bloc said Speaker Dy represents the kind of leadership needed at a time when accountability is under scrutiny. According to the manifesto, Dy has demonstrated a willingness to confront inconvenient truths and has insisted that accountability must not be selective.

They emphasized that Dy has “no involvement, no stake, and no entanglement” in the recent controversies, saying this distance is not a political advantage but an institutional requirement for credibility. They argued that the House cannot restore public trust if the person leading reforms is compromised by the same issues the chamber seeks to address.

The manifesto also stressed the need for internal reforms, acknowledging past mistakes and abuses within the institution. The bloc said meaningful change requires leaders who can admit failures and commit to rebuilding systems to serve the Filipino people “with honor.”

According to the legislators, Speaker Dy has opened pathways for greater transparency and accountability, signaling that “no one is above the process.”

The Visayan Bloc said it stands united for moral recovery and accountability and expressed confidence that under Dy’s leadership, the House can reclaim its moral compass and fulfill its duty to the public with integrity.

The document was signed by dozens of representatives from Cebu, Leyte, Negros Occidental, Negros Oriental, Iloilo, Bohol, Aklan, Guimaras, Antique, Biliran, and the cities of Cebu, Mandaue, Bacolod, and Lapu-Lapu, among others.
