Ultra-controversial contractors Curlee and Sarah Discaya directly named former Quezon City Congressman MARVIN RILLO in the Senate Blue Ribbon Committee’s hearing on anomalous flood control projects.
The couple recanted their previous affidavit and admitted they were forced to take part in a kickback scheme that demanded at least 25% from project funds. The Discayas are currently involved in multibillion-peso corruption allegations.
During the hearing, the Discayas detailed how cash deliveries were consistently demanded. “Ulit na binabanggit ang delivery ng pera ay para kay Zaldy Co na dapat at least twenty five percent,” they testified, referring to the AKO BICOL Party List representative and former House Appropriations Committee chairman.
They added that Congressman Rillo often invoked the name of Speaker Martin Romualdez, calling him a close friend.
“Sa tuwing umiinom kami sa Wine Story sa BGC at Edsa Shangri-La Mall, sinasabi pa ni Cong. Rillo na lahat ng kanyang request para sa pondo ay galing pa mismo sa unprogrammed funds at insertion na inaprubahan ni Speaker,” they said.
They also revealed that Rillo’s trusted aide was the one who physically retrieved the money. “Ang tao ni Marvin Rillo, si Bogs Magalong, ang pumupunta sa amin para kunin ang pera sa aming opisina o sa Wine Story,” the Discayas testified.
The Discayas further linked other lawmakers to the same scheme. “Si Cong. Jojo Ang naman lagi ring binabanggit na lahat ng project sa kanya ay pampondo ni Speaker at ni Zaldy Co. Mataas ang hinihingi sa project,” they added.
Beloved PGMN anchor Cj Hirro had already exposed Marvin Rillo for his role in the stalled ₱71-million Multi-Purpose Gymnasium in Carlos Albert High School project in Quezon City.
PGMN released a mega-viral exposé detailing how his camp allegedly relied on smear campaigns, fake witnesses, and weak attempts to twist the narrative.
Armed with government documents and Rillo’s own statements, Hirro challenged him to a live debate for accountability. Instead of addressing the issues raised, Rillo engaged in a smear campaign against PGMN and Hirro, calling them “binayaran” and “hindi naman journalist”. He also mocked the physical appearance of Hirro (a multiple time champion beauty queen), saying she looks like a “tuko”.
Rillo later lost in the May election to now-seated Congressman Bong Suntay by 0.1% of the total vote in his district.
