One of the 18 individuals identified as former Marines alleged under oath during the Senate Blue Ribbon Committee hearing on the flood-control scandal that he personally delivered suitcases of cash to the Greenhills home of Senator Erwin Tulfo.
According to the testimony raised in the hearing, the alleged cash deliveries were made on two occasions. The first delivery allegedly involved two suitcases, while the second involved six. Each suitcase, depending on its size, allegedly contained between ₱20 million and ₱50 million.
The allegation further raises the stakes of the Senate inquiry, especially because Tulfo had earlier been expected to head the Blue Ribbon Committee before the chamber’s leadership and committee lineup shifted. The inquiry has examined alleged kickback deliveries, cash movements, and possible misuse of public funds tied to flood-control projects, while former House Speaker Martin Romualdez remains under intense scrutiny over claims linking him to the wider flow of alleged corruption money.
Senators Rodante Marcoleta and Alan Peter Cayetano questioned invited personalities and resource persons over the alleged flow of money connected to the flood-control scandal, including claims tied to Romualdez and other members of the Makabayan Bloc and former minority senators.
