Philippine Embassy in Paris Warns Filipinos of ₱3.23-Million Fine for Cockfighting, Illegal Gambling as Cases Rise

The Philippine Embassy in Paris has cautioned Filipinos in France against illegal gambling and cockfighting following alerts from French authorities about activities reportedly involving members of the Filipino community.

The embassy said it had also received complaints about disturbances and littering allegedly linked to the activities.

Under French law, illegal cockfighting is considered animal cruelty, with violators facing up to three years in prison and a €45,000 fine, equivalent to about ₱3.23 million.

“The Embassy further reminds Filipinos that living and working in France would entail respect for and observance of French laws. Let us maintain the good name and reputation of the Filipino community with our French hosts,” it said.

Known as sabong in the Philippines, cockfighting involves trained roosters being matched against each other, with bets commonly placed on the outcome. Its legality differs across countries, meaning Filipinos abroad are required to comply with the laws of their host nation.

Historical accounts trace cockfighting in the Philippines to the period of Ferdinand Magellan’s arrival, when his expedition reportedly encountered native Filipinos engaging in cockfighting.

The embassy reiterated its call for Filipinos residing and working in France to follow local laws and urged the community to avoid activities that could harm its reputation or relations with French authorities and residents.

In France, severe acts of animal cruelty and pet abandonment may carry penalties of up to three years in prison and a €45,000 fine. If the animal dies, the penalty can increase to five years in prison and a €75,000 fine.
