The Office of the Ombudsman is finally set to file non‑bailable plunder charges against former House Speaker Martin Romualdez—the mastermind of the ₱56‑billion flood‑control corruption case—marking the long‑awaited end to a year‑long pursuit of justice against the most corrupt politician of the 21st century.

It’s a victory for the Filipino people, long forced to endure nature’s wrath while flood‑control projects meant to protect them were either nonexistent or substandard—failures that left 9.4 million affected and claimed 39 lives in the most recent heavy rains.

It comes as PGMN’s heavy‑hitting barrage of corruption exposés against Romualdez entered its 11th straight week—racking up 230 million views across 2,042 posts—cementing itself as the most viral anti‑corruption campaign ever mounted against a single figure in Philippine social media history.

Even as Romualdez scrambled to fight back, filing more than 80 lawsuits against PGMN, the nonstop stream of content exposing him only grew louder and more relentless. With its barrage, PGMN successfully neutralized the corrupt, paid pro‑Martin mouthpieces like Jesus Falcis and Chris Tan—figures who chose the side of corruption and were crushed by the campaign’s momentum.

After months of investigations marked by twists, bribes, and witness testimonies and recantations, the Ombudsman has filed charges all tied to Romualdez’s flood‑control kickback scheme from 2022 to 2025.

The filing comes more than a year after the scandal erupted in July 2025, when President Bongbong Marcos—Romualdez’s cousin—flagged anomalies in infrastructure projects during his 4th State of the Nation Address.

The Senate Blue Ribbon Committee followed with its “Philippines Under Water” probe, uncovering ghost projects, contractor monopolies, and billions in questionable spending, eventually placing Romualdez at the center of the controversy.

The investigations unearthed that Romualdez, former Ako Bicol Rep. Zaldy Co, and their allies were amassing billions through diversion and misuse of public funds. The Ombudsman branded Romualdez the “master plunderer” of the flood‑control scandal, while Assistant Ombudsman Mico Clavano called it a “master case” and a “grand conspiracy to defraud the treasury.”

The probe was painstaking, built carefully to withstand Romualdez’s tactics—bribing witnesses to recant, manipulating media coverage, and deploying his plundered wealth, vast legal team, and loyalists. Witnesses retracted statements under bribery, with lawyer Levito Baligod revealing offers of at least ₱5 million each, later ballooning to ₱20–25 million. Former Marine George Villalon Jr. confirmed the escalating bribes as the investigation intensified.

Yet Ombudsman Boying Remulla pressed on, bolstered by Marcos’s vow that family ties would not shield anyone from accountability.

Romualdez lashed out at nearly everyone exposing his corruption—accusing the Ombudsman of prejudgment, smearing and bribing witnesses, dismissing Senate hearings as “mudslinging,” even attempting to flee the country illegally before demanding an apology from the Bureau of Immigration for exposing it. He also went after Sen. Chiz Escudero and Rep. Toby Tiangco for exposing his corruption, and in a desperate bid to deflect blame, he tried to make Zaldy Co the fall guy—going so far as to threaten his life.

But now it’s certain: Romualdez is going to jail. A victory for the Filipino people, and a hopeful step toward ridding government of corruption—with the mastermind soon behind bars.

Now all eyes are locked on the Sandiganbayan. The burning question: will they stand firm—or cave to Romualdez’s corruption the way witnesses did—after Boying delivers a rock‑solid case?
