The Office of the Vice President (OVP), led by Vice President Sara Duterte, received another unmodified audit opinion from the Commission on Audit (COA) for calendar year 2025, marking its fourth consecutive year of earning the highest audit opinion on its financial statements.
According to the OVP, COA found that its 2025 financial statements were fairly presented in accordance with applicable accounting rules and financial reporting standards. COA defines an unmodified, or unqualified, opinion as one issued when auditors determine that financial statements are prepared, in all material respects, in line with the applicable financial reporting framework.
“In our opinion, the accompanying financial statements present fairly, in all material respects, the financial position of OVP as at December 31, 2025, and its financial performance, cash flows, changes in net assets/equity, and comparison of budget and actual amounts for the year then ended,” COA said in its report.
The latest audit opinion continues the OVP’s streak of unmodified financial statement opinions under Duterte’s leadership, marking another year in which the office’s financial reports complied with state auditing standards.
The OVP said the result demonstrates its “sustained commitment to transparency, accountability, and responsible stewardship of public funds.” It also reported a 92.32% utilization rate for its 2025 appropriations under the General Appropriations Act, attributing the figure to prudent fiscal management despite expanded operations and increased demand for its public service programs.
The agency’s budget for 2025 also provides context for the audit outcome. Under the General Appropriations Act, the OVP received ₱733.198 million in new appropriations, significantly lower than the ₱1.8 billion allocated in 2024. Despite the reduced budget, the office posted a high utilization rate and secured another unmodified opinion from COA.
The report comes as Duterte faces impeachment proceedings over the alleged misuse of ₱612.5 million in confidential funds allocated to the OVP and the DepEd during her tenure as education secretary.
