Pasig City Mayor Vico Sotto, Davao City Mayor Sebastian “Baste” Duterte, Raffy Tulfo and Sen. Robin Padilla held the top four spots in Tangere’s latest 2028 senatorial preference survey, emerging as the strongest names in a field of 75 prospective candidates.
Sotto ranked first with 42.1% voter preference, posting a 6.1-percentage-point gain from the previous survey. Baste Duterte followed at 37.0%, Raffy Tulfo at 36.5%, and Padilla at 36.0%.
The race immediately behind Sotto remained extremely tight. Only one percentage point separated Baste in second place from Padilla in fourth, while Tulfo stood just 0.5 percentage point behind Baste and 0.5 point ahead of Padilla.
Baste also gained 2.7 percentage points in the latest round, strengthening his position near the top of the prospective 2028 Senate field. Padilla likewise remained firmly among the survey’s highest-ranked names at 36.0%.
Tulfo remained highly competitive at 36.5%, virtually level with Baste and Padilla. Tangere noted his broad daily media visibility and reach across different voter demographics as factors behind his strong position in the survey.
Rounding out the top 20 were Grace Poe at No. 5 with 35.8%, Alan Peter Cayetano at No. 6 with 32.3%, Paolo “Pulong” Duterte at No. 7 with 31.6%, Leni Robredo and Isko Moreno at Nos. 8 and 9 with 30.8% each, Ben Tulfo at No. 10 with 28.7%, Manny Pacquiao at No. 11 with 28.0%, Chel Diokno at No. 12 with 25.1%, Chiz Escudero at No. 13 with 24.3%, Sonny Angara at No. 14 with 21.5%, Loren Legarda at No. 15 with 20.6%, Rex Gatchalian at No. 16 with 18.4%, Benhur Abalos at No. 17 with 18.3%, Dingdong Dantes at No. 18 with 17.8%, Nancy Binay at No. 19 with 17.4%, and Francis “Tol” Tolentino at No. 20 with 16.7%.
The non-commissioned survey was conducted from August 12 to 15, 2026 among 2,400 respondents nationwide through Tangere’s mobile-based respondent application. It carried a ±1.96% margin of error at a 95% confidence level, with respondents distributed across NCR, Northern Luzon, Southern Luzon, Visayas and Mindanao.
